Employer not paying Salary & hold my Certificates

Dear Sir,

I joined a firm in Nov'06 and had to deposit my original educational and experience certificates with the firm. I was to give consultancy to Assam Gov. on behalf of the firm but due to my medical problem and due to inadequate infrastrucre promised to me for my stay in Guwahati I had to leave the company. During my stay in Guwahati the firm deposited Rs. 11,000/- in my account as imprest out which I spent Rs. 3000/-. After partially recovering from illness (Slip Disc) in 4 months when I asked for my Certificates and Salary stating to adjust Rs. 8000/- from final settlement the company is not returning the original certificates held by them and the salry for almost a month. In addition I was entitled for Rs. 550/- per day allowance for outstation stay. They are saying to return back Rs. 8000/-

How can I get back my Certificates and due.
