Legal Question in Employment Law in India

Brief explaination of my case:

My father was working in PWD,rajasthan. he got died while in service on 22th Jan, 2012. State govt have provisions to give compensatory appointment to deceased\'s dependent (SON/Divorced Daughtor).

I have two sister and i am the only son of my father and i am an employee of Employee provident fund of india(EPFO).

Now, we all siblings want our younger sister to avail compensatory service benefit.

we have submitted the application with required documents.then pwd demanded to submit divorcee decree.we have acquired divorcee decree from family court as my brother-in-law also want my sister to get this compensatory appointment.. so he gave his consent on divorcee paper.

now we have submitted the divorcee decree.

now i want to ask following:

is it fraud to get divorce to get compensatory appointment?

can pwd/govt can do vigilence enquiry, if some-one complaints that my sister is not actually divorced and she is living with her husband n children?

i am already in govt. service and i become witness on my sister's papers including divorcee papers.is there any possibility of legal action against me, if any vigilence is done by govt. on someone's complaint?

kindly give your suggestion, so that we can decide whether it is safe to join the service , if pwd offers to join?
