factories act
under the factories act, one of the provision states that every factory having more than 250 workers should provide a canteen.in few factories the employer provides some tea or biscuit and a lunch room.would this suffice the definition of canteen under the act considering that no meals are provided in the canteen

Under Factories Act, there is only one provision that is to providing canteen, and more powers are delegated to the State Government to frame rules, regarding the requirment of canteen.
So refer to the state rules to see what are the requirements of canteen. If there is something more provided in the rules, then what is provided by the employeer at the factory, then certainly it would be contravention of factories act and rules.
