Gratuity
Central pay commission has raised the limit of gratuity to Rs.10 lakhs.Are other employers governed by gratuity act 1972 are legally bound to raise the limit from Rs.3.50 lakhs to Rs.10 lakhs

No, that applicable only to central government employees.

Yes, because the provisions of Payment of Gratuity Act, 1972 about payment limits are mendatory and applicable to all the employers in the country.
