I have joined an organisation in Dec,10.I have sent them a cheque of Rs.13.0 lacs and have a non-registered agreement for 3 years of least service .If I want to leave the organisation ,in addition to one months notice , I will pay them Rs.13.0 lacs ,which is mentioned as cost for employment,training and development.The company in contrary can discharge me at any time.The compant hasnot given any training and development to me till date.Can I leave the company with onemonths notice without paying Rs.13.0 lacs ?

Well, It seems that yours is a one sided agreement not putting forth any condition on the company. If the company has not provided you any specialized training then you have full right to leave the company without paying any amount. All of this would subject to dispute between you and the company. But chances for you to win are more in above circumstances.
The exact conditions of the agreement would be relevant in order to advice you with more certainty.
