legal appointment

i was appointed as a clerk on parmanent basis in a minority college in bihar which had a power to appoint the staffs without prior permission to state government under minority institute act.but the governing body didnot created the post in procceding book.later on the college became a constituent unit of a govt.university by govt policy.and all the employee became the government employee.and the posts were notified by the state government.can i be terminated on the basis that creation is nil in the procceding book,after i have worked for more than 20 years now.what is my fault?

well, without your fault also, you may suffer for non-action of your employer.

If you enough evidence, you may institute a civil suit against the employer and the State Govt and may seek a direction that you be treated as a regular employee from the date of your initial appointment.
