Misleading policy!

I have been working in this firm since the past 8 months (starting Nov 1, 2006). At the time i joined here i was told about the policy the company had wherin they would reclaim the monetary assistance provided to me towards relocation, in the event of my leaving the firm before the completion of one year.

But recently they changed the HR policy of reclaiming Relocation monetary assistance to Reclaming the hotel stay provided to me for 14 days, when i relocated to the city, along with the monetary assistance (a mail was sent out on April 2007, telling us this). I was put up at a 4 star hotel, which amounted to close to 30000 rupees for 14 days of stay. But i wasnt told that this would be reclaimed by the company, it was supposed to be compnay paid accomodation. Even the Offer letter and the Employmant agreemnt i signed has no mention of this. Now that i am leaving the firm (completed 8 months), the firm is pressurising me to pay up both the Hotel stay charges and the monetary assistance. I am willing to pay the monetary assistance, but not the hotel charges, the agreemnent says something like '' employee is liable to abide by the policies of the company, that are subject to from time to time'' am i being duped???
