right of an officer?
do the provident fund commissioner have the right to question my employer to sign my papers for the pf refund as i have qiut the company and the new company do not have the option of provident fund?
i have recived money from my employer in advance some time ago, so can the employer hold the papers of my refund till i pay his money back?

If the PF is not paid to you by your employer then you can make complaint to PF commissioner who can take stern action against employer even to the extent of Fine and immprisonment.

yes Pf commissioner can direct your employer to sign the papers for refund
