Can a plagiarist (research paper) enter into a Govt. job? Whether his past history affects his new position?

Dear Sir / Madam,
A "plagiarist" is one who takes and passes of another's thoughts, writings etc. as one's own without the explicit or written permission of the original author. It is recommended to inform the original author of your misdeeds and seek his / her consent prior to applying for a Government job if the same are interconnected i,e. especially if they belong to the same field of interest.
