Legal Question in Employment Law in India

A question regarding the validity of the amount of a service bond:

A friend of mine had worked with the government and is now taking up a job in the private sector. The terms of employment were that he would be under training for 1.5 years and after that he would have to work for another 1.5 years. My friend has served the 1.5 year training period and for 9 months after that. Now, the ministry with which he has worked is demanding the entire salary which has been paid to him during this training period of 1.5 years and any other expenditure including travel on him. Is this demand valid? Is there any cap on the value of the service bond based on the monthly salary of the employee.
