Recognition of staff federation by the employer

While giving Recognition to the 2nd staff federation, can the employer put clauses on how should the Staff Federation function within the ambit of law?

If the 'recognition' is being sought from the employer under Trade Unions Act, no conditions can be imposed except in accordance with the Act.

The recognition of a Staff Federation may also be consequent upon some mutual agreement; in that case the employer and employees will be governed by that agreement.

An employer can put reasonable restrictions in the form of specific clauses on the working of the federation but, that should not in any manner conflict with the provisions as sepecified under law.
