Regularisation of Trade Apprentices

In absense of any satutory rules of selection test, can it be viable to fix the criteria of regularisation of Trade Apprentices by just securing minimum qualification marks in the selection test over direct recruitees and will it violate Art 14 of Indian Constitution or judgement of Supreme Court ''other things being equal a trade apprentice can be given preference over direct recruitee'' in U.P. State Road Transport Corporation case ?
