Legal Question in Employment Law in India

I retired from the services of Mun. Corporation of Gr. Mumbai, on 31.10.2012; due to superannuation. A departmental inquiry is pending against me, which was ordered in June 2011. Inquiry proceedings have been completed and the Inquiry Officer submitted his report to the Competent Authority in May 2012, which totally exonerated me. However the did not approve the same. However, he did not ink out the reasons for the disapproval. Hence he case is still pending. Now, the Competent Authority has not yet sanctioned me a provisional pension, in spite of standard procedure. My P.F. is also not released by him, till date. Is it not unlawful? What course of action, I should resort to? Please guide me.

Dear Sir / Madam,

Superannuation means pension or any payment towards pension to an employee who has attained the age of 58 years or above serving in India. Please specify the nature of departmental enquiry. If there are any outstanding loans against your name in the bank in which your salary was credited, you need to ensure the same are cleared. I have witnessed during audit that many a times there are outstanding loan amounts in the corresponding bank A/c to which salaries are being credited resulting in delay in crediting provident fund dues.
