Trade union departmental recognition

Departmental recognition of staff association rules 1993 of Govt. of India says that the membership of an association will be restricted to 'distinct category' of staff.(Rule 5 (c) There can be more then one association as per law but what does word 'distinct category' mean.

2. There are two caders of staff technical and administrative both in group B,C & D. As it appears from rule 5(c) that the second association should be of one group or category of staff either technical or administrative of all group B,c &D. Otherwise any one group of staff either only B or only C or only D.

3. As per govt. rules recognition to two staff association in one office for same purpose, same category staff of same group can be given. Or the second association should be different either in category or in group of staff.

Kindly reply whether two staff association can be recognized in one institute for same staff as per govt rules .
