Legal Question in Employment Law in India

As per UGC rules, a person who has qualified NET exam conducted by UGC is eligible to be appointed as Lecturer in Colleges, including Teacher Education Training colleges. However the Kerala Public Service Commission has a different criteria for appointing Lecturers in BEd Training colleges. As per their rules, even though a candidate possesses NET in the concerned subject, he/she should acquire a minimum of three years teaching experience in Government Schools/Colleges. Only applications from candidates with such long experience are considered for appointment.

I am a Senior Research Fellow in Education under UGC. Also I am a First Rank holder at PG level and Third Rank holder at Graduate level. Also I have acquired one year teaching experience at a unaided BEd college before joining UGC as a JRF. Now I have completed three years of full time Research work. When I enquired about my job prospects to Kerala PSC, I was shocked to know that the three years' Research Work done by me would not be considered for any purposes. As such, even if I am awarded PhD degree by UGC, I will not be able to join Kerala PSC as Lecturer.

Even in the Delhi Unvty and JNU which are of International Standards, the criteria adopted is MEd and UGC-NET. Then how can Kerala PSC adopt such a stand. I feel that instead of doing PhD, I should have taught in a school.
