Legal Question in Landlord & Tenant Law in India

First of all I would like to thanks all of you, this platform realy help us to understand our rights. Looking forward for you all valueable suggestion on below case please.
We are staying in chawl premises in Malad, Mumbai, Maharashtra on Pagdi system since last 4 years, we wanted to sell this premises, Landlord is asking for 33% of total deal value as an transfer charges. Seeking your valueable in put in understanding
1. 33% transfer charges. Will this be charges on whole selling price or on differential amount. Eg: we bought this premises for 10 lacs and now we are selling it @15 lacs. do we need to pay transfer charges on total 15 lacs or differential amount of 5 lacs.
2. Maximum what is percentage landlord can ask legally as an transfer charges.
