What is a chargesheet? Can anybody can file a chargesheet on anyone? if filed what can we expect the results of a chargesheet and how far it will be helpful?

after an f.i.r is lodged, it is the prosecuting agency viz. police, CBI, EOW etc. need to file the charge sheet. an individual cannot file it.
