correct mothod for maintainence charges

There are 24 blocks in our society currently our society is charging maintainence as follows electrity charges (divided by no of blocks), property tax (calculated on sq.ft. basis), maintaince charge (divided by on of blocks), water charges (divided by of of blocks), repair charges (devided by no of blocks), sinking fund(calculated on sq.ft. basis). wanted to know if all of them can be divided on sq.ft. basis or if not all of them then apart from property tax can maintainence charges be calculated on sq.ft. basis ?

Well!!! there is no legal solution for the same. It depends on the manner agreed by all the members.
