Legal Question in Landlord & Tenant Law in India

My father bought a house which is under pagadi system in 1963, now both my parents have expired and I am the only inheritor of the flat, but my owner is not transffering the flat on my name whereas he is issueing the Rent Receipt in my Father's name who is a deceased,Kindly advice me any legal action can my owner take on me.

you are inheritor of your parent's self owned property. As the house is owned by the landlord and he is issuing receipt in your father's name(deceased) it seems he does'nt want to transfer the flat in your name but to evict you, however you can request him thru an application to transfer the flat in your name.
