Legal Question in Landlord & Tenant Law in India

Hi!

I have rented a house in nariana vihar in new delhi and still living there for more than 1.5 yrs. Whenever i speak to my land lord for Rent Agreement, he alway deny to give.I am paying 3000/- for (1) room plus 200/- as water rent and Rs.6/- per unit as a electricity bill which is unique in the area. I am staying with my sister and some time one of my brother offently came and just stay for one or two days. But my LL always have objection whenever anyone of my family come and stay. He always try pentend that he is some Neta in politics hence we'll not let to raise our voice.I am planing to leave this home but my LL is saying that you have to pay for 2month in advance as a surender value whenever you leave.I don't think this is Liable. Please inform me the way now what i opt. Is there any Law for tenant to sue his LL for not giving Rent aggrement.

you can start depositing the rent in the court by moving an application u/s 27 of Delhi Rent Control Act instead of paying it to the landlord as he is neither entering a rent agreement nor issuing a rent receipt.
