Give apex court or high court citations for the adjusting the cost of repairs by the tenant in the assessment of arrears of rent in section 13 of east punjab rent restriction act,1949 in chandigarh.,as on first date of hearing.The lanlord in not accepting any monthly rent and filed a false petition for my ejectment.
