In Mumbai India Is registration necessary If Leave And Licence Agreement is made on 100 Rs. Stamp paper?

The registration has nothing to do with the value of stamp paper; it depends upon either value of the property or/and the duration of lease.
A lease for less than 12 months may not require registration.
