If in Mumbai - India , In case of joint name in the agreement of any flat of cooperative housing society, can the names of both the applicants be posted on the society maintaince bill and society's name plate, in place of the first owner ? can it be of second owner only with the consent of first owner ?

generally the society puts the name of first owner on the maintenance bill but you can request the Managing committee. name plate can be of both owners.
