I was given notice of non payment of Society dues in july 2011, amounting to Rs.46000, (monthly maintenance being Rs.1060/-) paid rs.6000/- in aug 2011.and issued chqs of balance 40000 bounced. Thereafter I was called on 11th sept, and took commitment of payment so I said that I will make the payment coming week, but that too was not done, so again I was called on 18th Sept morning and I could not go, so I said I will come later, and could not go so they called me at night 8 p.m and I was granted time till 7th oct. and they said if money does not come by than by default, water line will be cut.on 8th oct I gave the DD of RS.10000. And borrowed time till 15th Oct. 2011. I could not pay, so I was called on 16th oct 2011 slight discussion of the matter came up and I told them that I will be paying the balance and that they are harassing me unnecessarily , for which time was granted till wed. 19th oct. and that same evening I gave Rs.2000 chq. But on 20th oct they disconnected the line in the afternoon.

On 21st I gave NC of the society for which the police said they have right, and that the municipal common line of the society cannot be cut, but the line that goes to the house can be disconnected, but thanto the police called them and asked them to connect the line and asked me to discuss with them amicably, which I did for which all the society committee members and chairman, secretary stalled it for a week and finally on 26th 4p.m they connected and have told me the connection charges of Rs.3500/- will be raised in the bill. And I have borrowed time of repayment thru a letter half payment by nov 2011 and balance end of Jan 2012. Which they have granted.

They had disconnected the line without showing me any registrar notice. Am I liable to pay the re-connection charges. Also can I sue them for mental harassment pls advise.
