Legal Question in Landlord & Tenant Law in India

I am the owner of a flat in mumbai which has been rented to a family. The problem here is the society would not allow him to park his 2 wheeler within the society compound even though there is parking space available. When asked, the society member says that it is in byelaws that tenants cannot park their vehicle within the society compound. I checked on the internet and found that a tenant has the right to all the services with the society including parking of vehicle if it available. Please suggest what can be done.
