Pagadi system building

i just wanted to know that if a building is under pagadi system does the tenant have to pay the stamp duty and get he flat registered

Registration of a lease deed is optional depending upon requirements of the parties. Even if a document is required to be "compulsarily registered" under Section 17 of the Regitratin Act, its non-registration may only affect its evidentiary value in the event of a dispute in the court of law.

You may need to carefully examine your rights and responsibilities under your contract; and if required show your document (s) to a local counsel.

Yes, provided you are taking the flat on rent from the old tenant with the permission of the landlord.
