WHAT IS THE PROCEDURE TO BUY A PAGRI FLAT IN MUMBAI,?Just by getting the rental payment receipt transfered to my name am I a legal tenant under old tenant laws ,of the flat?Do I have to enter into any tenancy agreement with the landlord?

yes its better if you enter into tenancy agreement with landlord.
