Can a State Govt execute 3 years unregistered rent agreement on Rs.100 stamp paper for letting out its premises.In such a cases whether the interests of tenant is safe

It would be construed as a month to month tenancy only. tenants interest is obviously not safeguarded.

Yes, the tenant's interests are safe. The rent agreement executed by the State on a stamp paper worth Rs.100 may not require registration.
