is it safe for a landlord to issue a NOC to his tenant to obtain a ration card at the address where he is residing especially if the landlord has his ration card with the same address

Dear Sir / Madam,

(Mulund West, Mumbai, Maharashtra)

In an Agreement for Leave and License (ALL) the lessee is not entitled to obtain a Ration Card, Passport, Aadhar Card or any other Government document in his / her name. Moreover, all government and statutory dues especially Property tax & Society charges should be paid by the lessor. The ALL should specify the above and even the Electricity Bill and the Telephone Bill will continue to be issued in your name, with an agreed condition that the monthly bill for actual usage / consumption during the period of stay of the lessee at your premises will be borne by the lessee.

You can suitably modify the tenancy agreement and give him NOC.
