Legal Question in Landlord & Tenant Law in India

I have a shop in pune but I am working in Nagpur. I plan to sale my shop through middle person. One person in the picture he arrange the client. But I already left my key of my shop to the middle person for last 2 yrs. I talked with that client through telephone, he is ready to buy my shop.He already have my Shop paper xerox copy through by middle person.He ready to buy my property and want to give me token money.But I told to that client that some money pending in the electricity board and property tax. you not want to give me the token money, u pay the money and other expenses there and adjustable in the final settlement. He paid the property tax and electricity bill in pune. Now he told me through middle person that he not want to purchase the property, and show some excuses. he want his money return, whose he paid in pune. I want his bank account no but he told me that he want half cash and half cheque. Now he told that he want interest. he send me sms also. what i will with the help of legal.

Is there any written agreement between you and that person with regard of paying the money to different departments on your behalf ?
