Legal Question in Landlord & Tenant Law in India

We stay in pagdi system, property was in name of my grandmother(Mum's mother), my mother is only to daughter of my grand mum, we are trying to transfer the property in name of my mum. But the landlord is asking huge chunk of money for property transfer. As such she has stopped giving us rent receipts for the rent which we have been paying her regularly.
Question:
1) What is the ideal amount to be paid to landlord for transferring property name from grandmother to my Mum's name?
2) Since she has not been giving rent receipts for past three years. We are paying rent to her by way of electricity bill payment on monthly basis.(From my bank a/c)
3)What is the procedure of transferring property from deceased person name to his /her heir name

File suit for declaration of tenancy in favor of your mother, contact local lawyer, and deposit the rent in court.
