Transfer the house to my sister.

My mother (owner) wants to give the house to my elder sister. She is not interested in will. She wants permanent transfer. Myself son and my younger sister also agreed for the transfer of home to my elder married sister as she have no property of her own. My father is no more. Please give the way of registering the documents in favour of my sister. How to take noc and what is the procedure? Thanking you.
