Transfer of tenancy in Pagdi system

My grandfather had rented a flat in 1964 in Mumbai under the pagdi system. After he passed away in 1989, the said tenancy was transferred in my father's name by the landlady.

My father passed away in 2007. After his death we had requested the landlady to transfer the tenancy rights in our name as my mother had predeceased my father. The requests were then ignored from the landlady's side.

We are two unmarried sisters and the only survivors of our father as such.

Now the building in which we reside is going for redevelopment. Now the landlady is demanding a sum of two lakh rupees as transfer charges.

My question is, is the landlady justified in demanding such a huge sum? What could be the maximum amount she can demand in our case? We have been residing in this building since our birth. For the past 4 years we have been paying monthly rent in our late father's name.
