Legal Question in Legal Ethics in India

Ours is a 16-apartment complex in Hyderabad built in 2004-2007. We do not have a welfare association. A single person, who is not elected and who has no legal authority has been managing the complex by collecting 1000/-pm per flat. He has not accounted for the moneys spent. He is preventing us from forming an Association. There is documents to show that he has not allowed forming the Association. What can be done?
