Legal Question in Legal Ethics in India

My wife and I are planning to buy a new car. We stay in Thane. My father-in-law has farm land in Dahanu and in that agreement as well as and in the saat-baraah papers my wife�s maiden name (Anahita Pervez Bhesania) figures too. But the electricity bill is not in her name. I have been advised that I can save octroi of Rs 30,000 nearly if I buy the car in her name (after marriage, and not necessarily her maiden name) while showing the Dahanu address as proof of residence.

I have two simple queries:

Is it legal?

Even if it is strictly legal, is it also equally ethical, correct, moral and proper thing to do? (Or is it just like compromising and taking advantage of an existing legal loophole which millions of people in our country do day in and day out?)

Please give me your considered and valued opinion in both the contexts and resolve my moral dilemma (if there is any). I will appreciate it highly.
