1) Can the tenancy rights to a property on long term lease (Pagri) in India be given by the legal Tenant to someone else without the consent or involvement of the landlord?
2) Can Tenant make a registered will and confer tenancy rights to someone else post his / her death?

Please understand long-term lease and Pagri are not one and the same. Hence your question needs re-framing.

Tenancy Rights and Leasehold Rights are different.
Leasehold are governed by a duly registered instrument and may be transferable. However, tenancy rights may not be transferable.

tenancy right and leasehold right are diffrent in nature....in pagri system yes he can transfer his right or even make a WILL and transfer his right...
