Legal Question in Real Estate Law in India

i am having aflat at trichur in kerala. 18 apartments are there. some want to form association and get it registered while others reasons known to them only objectit.what is the minimum number required to form and register an assciation/?if it is registered are rules binding others who have objected to the registeration?

There are local laws made by State Govt in this behalf.

Under Maharashtra local law in that behalf, minimum number is 5 for forming an Association or Condominium.
