amnesty scheme for stamp duty

please advise me if one party (buyer) is present and other party (seller) is not present then how you can take a advantage of amnesty scheme of stamp duty because for stamp duty you require both the party should present at stamp duty office for photo and signature.

Which amnesty scheme you are referring to?

If it is about Amnesty Scheme under the Bombay Stamp Act, then it is only for deficient stamp duty and has nothing to do with the registration.

Presence with photo of all the parties to a document is required for registration. Further, a document can be registered within four months of its execution. Thereafter, for another four months it can be registered with payment of penalty. After expiry of eight months from date of execution, there is no provision by which a document can be registered.
