What are FASLI years under Andhra Pradesh Tenancy Act, Why are they called so?

Fasli year means Agriculture Year. Normally it is 1st June or July to 31 May or 30 June.
India is Mansoon dependent nation and year is based on that.

Fasli years means the Agriculture year.
It starts from 1st June to 31st July.
