Assigning power of attorney is not possible until a power of attorney is given and in that power of attorney the power to assign should be there if not it cannot be assigned.

if you are giving a power of attorney it depends on the state, usually it is done on 100 Rupees stamp paper but better check with the local lawyer who will guide you.
