Legal Question in Real Estate Law in India

Assuming person A was living in a rental property with a wife and 2 children - B,C. At the time of his death, B was present. B stayed on in the rental residence for 20 of years. whereas C moved off and lived elsewhere. After so many years of passing, if the rental property is to be developed, reconstructed etc. Does C have any rights to claim a share in the newly developed residence?

The rights of C are at par with those of B.
