Legal Question in Real Estate Law in India

I belong 2 Muslim family. I m 19yrs old. My dad expired in 2007 and older sister (married) expired last yrs on 2 June. Me & mom stays. We have pension of 2500/- (mom-2000/- & to me 500/-) only. mine sister have 2 children(son-5yrs,daughter-3yrs). Brother-in-law had his 2ND marriage in last week of October(without informing 2 mom).Now he isn't allowing us 2 meet the two little once.We don't have any income source rather than pension & no savings also are left over with us (as dad was having cancer). We have property & he is for asking for share in it (in land & house). And after the dead of dad mine mom added my & sister name in land property(me,mom,&sis have each 33.33% share). As i don't have any bro also according to law how much % share should be give 2 him.(plz send circular if any) Even he is nt ready 2 meet us.

U can file aplication under guardianship Act for custody and for meeting rights and he can not claim any property
