If for a bld in jogeshwari east mumbai there are only 8 flats in total out of which 3 falt owners are not ready to form a coop hsg society ...can a co op hsg society still be formed by remaining 5 flat owners?

Minimum 10 or 11 members are necessary for formation of co-operative society.
