Legal Question in Real Estate Law in India
I have bought a 2BHK Flat in Gorai, Borivali (west), Mumbai on April 2008. The Lease rent and Non-Agriculture Tax is not paid since 1992 till date. The total amount comes to 4.55 lacs with Interst and Penalty. When I bought the flat I got the NOC from the society that all the dues from the Seller party are cleared. Now the society is demanding Rs. 32,000 from me to pay for the Lease rent and N.A. Tax divided into 14 members. There are total 12 Flats and 4 Shops. The Society's Chairman and Secretary are same since 1992. The do not provide Balance Sheet also to any members.

You may make a written representation to the higher authorities of the Coop Department, if it is a Coop Socieity; otherwise, you may need to find out the concerned authorities hearing complaints against society's decisions.
Firstly give Notice regarding the rendition of accounts, and if no reply is received within 15 days then file a case for Rendition of Accounts in the local civil court, balance sheets etc. will come in the court.
