Legal Question in Real Estate Law in India

I bought a property in Goa, India, but there is a neighbour who built an illegal house but do not have an access to his property, he now demands from me an access free of charge to his house since he is blocked in all sides.

As per law he can ask for access but you have solid points to refuse.
