Legal Question in Real Estate Law in India

Have bought a property which is hypothecated to LICHL. Want to sell it. What will be the procedure with the buyer? Can I enter into an agreement with him, take the money and then repay LICHL. Kindly advise please. Can I ask the buyer to give the advance so that the matter can be squared up with LICHL
