Legal Question in Real Estate Law in India

I bought a stilt parking space from my builders for Rs. 3 lakhs. He is now asking Rs. 5000 towards assessment tax or property tax. He has informed that such tax is payable by the society member annually. Can a builder selI parking space? Is he correct about the annual assessment tax?
