Legal Question in Real Estate Law in India

The builder in MAHARASHTRA building Second Homes outside the township ( where basic amenities are not available) has promised all amenities like Joggfers track Club and swimming pool childrens park etc., However the individual houses are being handed over without the completion of the facility. Is the bulder justified in asking for entire money without these facilities?

Builder will be entitled to claim/demand money as provided by agreement. If agreement provides for amenities and facilities stated, then unless those are completed, builder can not demand payment and also deliver possession.
