Legal Question in Real Estate Law in India

I want to buy mhada alloted flat in mumbai wherein the building is 5 years old. I have heard according to mhada rules one cannot transfer such flat upto 10 years. but the broker is saying that such deals are permitted. should I buy the flat hoping that there would no legal disputes arise.
