Hi,
Who is selling you the pagdi room? If the person who is selling the room is old tenant having possession, then he is not the owner, he is the recognized tenant of the said room, who has got right to get the new room/flat if redevelopment happens in future.
If Landlord of the said building is giving NOC, and recognizing you as a new tenant, and subsequently registering your name in his registrar, then the question of paying stamp duty doesn't arise. The rent receipts on your name are sufficient.
Regards,
